What sizes does a favicon.ico need?

16×16, 32×32 and 48×48 are the common trio. For a complete set including Apple and Android icons use the Favicon Generator.

Can I convert ICO back to PNG?

Most image viewers open ICO files; you can then save a PNG. A dedicated ICO extractor is not part of this tool.
